Reducing Greenhouse Gas Emissions: The Role of Voluntary Programs

A joint publication of UNEP and the U.S. EPA, this 1997 report explores how government and industry can establish voluntary programs for reducing greenhouse gas emissions. It outlines four "critical elements of success" in developing a workable emissions-reduction program. It also weighs the benefits and barriers to implementing successful programs as well as the strengths and challenges of taking a voluntary approach.
