Don't Forget About DOTMILPF
DOTMILPF - Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities.
DOTMILPF is the thought process one should take into account when implementing change. I'm all for technology & science driven changes, but far too often that is the singular focus. Combining a change in technology to improve a process (Materiel) should be combined with the other thought processes if not considered last. Why last? Because, a Materiel change is the most expensive over time and takes the longest to implement.
